		<description>The government involving itself in the free market is a terrifying prospect.  As you pointed out, they are spending our money and only reducing consumption .067%.  Ridiculous, obscene and only the government would ever commit to such a colossal waste.  Let the free markets do their work instead of government regulations.</description>
